The recent declaration of war against the West Papuan freedom fighters (TPNPB-OPM) by President Widodo of Indonesia following TPNPB’s recent killing of Indonesia’s intelligence chief in Papua General Nugraha and yesterday’s announcement by Indonesia’s Minister for Politics, Law and Security, Professor Mahfud, listing KKB (Criminal Gangs) in Papua as terrorists, the Organisasi Papua Merdeka (OPM or Free Papua Movement) states the following:

  1. As detailed in reports by numerous legal scholars, academics, international human rights organisations and even the United Nations, the Indonesian state is conducting a programme of alleged genocide against the Papuan people;[i]
  2. The transfer of West Papua to the United Nations in 1962 and then Indonesia in 1963 was in violation of international law governed by the Charter of the United Nations and Indonesia, the UN, the USA, Australia and other states were fully aware that West Papua’s legal status shifted to being a Trust Territory;[ii]
  3. America’s CIA was responsible for establishing the pro-US military dictatorship in Indonesia and the illegal transfer of West Papua on behalf of the Rockefeller company Freeport in order to exploit the world’s largest gold deposit in West Papua;[iii]
  4. While Indonesia has failed to ratify the treaty governing the International Criminal Court, OPM invites Indonesia to ratify this treaty and seek a ruling from this Court as to whether Crimes Against Humanity or Genocide is occurring in West Papua and also ask whether Indonesia or OPM is committing terrorism;
  5. OPM invites Indonesia to seek a ruling from the International Court of Justice as to whether Indonesia’s ongoing occupation of West Papua is legal;
  6. OPM also invites Indonesia to allow the United Nations High Commissioner for Human Rights, foreign diplomats and journalists access to West Papua as President Widodo promised in 2015 but to date has failed to occurr;[iv]
  7. OPM seeks UN member-states to put West Papua’s legal status on the agenda of the United Nations Trusteeship Council and General Assembly;
  8. Due to the Indonesian military’s inability and fear to wage war against the OPM freedom fighters (TPNPB), the Indonesian military are instead committing crimes against humanity upon the civil population bombing West Papuan highland communities across Ndugama, Intan Jaya, Puncak Jaya, Paniai, Deiyai, Dogiyai, Timika and other regions;
  9. OPM therefore seeks military intervention from the United Nations Security Forces and seeks moral and material support from the European Union, African-Caribbean-Pacific countries, and all UN members as advocated in United Nations resolution 2621 (XXV) ‘Programme of Action for the full Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples’;[v]
  10. Unlike the Indonesian military, the TPNPB freedom fighters never attack the Indonesian civilian population however, if Indonesia continues their programme of terror and genocide upon West Papua’s civilian population (as has occurred for nearly sixty years now) and the international community does not intervene, OPM’s TPNPB freedom fighters will announce a campaign to wipe out not just the illegally occupying Indonesian military but also the illegal Javanese and other Indonesian settlers who increasingly steal the sacred land and resources of the West Papuan people.
